The following report has been authored and stamped after spending the entirety of two calendar years extensively studying and analyzing the Unpinned individual.
Recommendation: Increase fines for destruction of Pin. File this document and move on.

Summary Recommendation:
The group colloquially known as “The Unpinned” does not meet the criteria for formal factional classification at this time. Inclusion in official registry is a formality to assist in census, enforcement jurisdiction, and conscription filtering. They are not organized, unified, or ideologically consistent. There are two minor exceptions noted later in this report, but at this time no action is required or recommended.
The term “Unpinned” refers simply to any individual residing within or under Wuh-Zhei who is not affiliated with one of the sanctioned magical organizations and therefore holds no pin. In most cases, this is the result of bureaucratic failure, personal neglect, or deep generational poverty. In rarer cases, deliberate refusal.
Historically and modernly they are irrelevant.
Those classified as Unpinned
- Children from all plates under the age of 17 are not required to have a pin to practice magic.
- Upper Plate Unpinned: Typically the result of family abandonment, administrative dropout, or criminal history. Across the board these individuals are mentally unwell displaying symptoms of depression or psychosis that demonstrate a societal disconnect not worth our resources to rehabilitate.
- Lower Plate Unpinned: Individuals who are magically inept. Declining affiliation with or failing to demonstrate aptitude for either Divine or Arcane magic. This population poses no threat and has been largely absorbed into informal economies.
- Plate Zero:
Below the City proper, the so-called “Ground Dwellers” (designation: Plate Zero) live in isolated villages clustered around exposed leyline bloom zones. Technologically regressed, lacking literacy or arcane infrastructure, they nonetheless exhibit unique phenomena. Each settlement shows affinity for a specific school of magic. Individuals are drawn to nearby magic of that school as if instinctively, often described by observers as “blooming” when resting near it. Some lie motionless for hours beside active spellwork, murmuring nonsense until the aura fades.
Preliminary theory suggests these people possess a passive, heritable form of spell resonance. They do not cast spells, nor appear to learn them. Instead, they are nourished by ambient magical fields, particularly those matching their resonance type. Traits observed include: mirrored irises, bioluminescent follicles, altered rest cycles, and collective memory retention via oral storytelling. Still no formalized government. After the Corp finishes with the Unraveling spending resources studying their latent abilities should be considered. But again, at this time, it is trivial and irrelevant. - Pinburners: Although perceived as an ideological schism, evidence suggest this behavior is a passing fad. An increasing number of citizens have deliberately vandalized their identification pins beyond recognition, often through non-magical fire. Behavior suggests an emergent anti-factional belief system, decentralized but consistent across districts. Pinburners tend to exhibit monk-like discipline and ideological hostility toward all formal spellcasting. Several have engaged Enforcer agents when spellcasting was observed nearby. Their lack of any leader, organization, or common opinions when questioned suggests that monitoring them further would be a waste of resources. However; increasing fines and upgrading legal measures against them to discourage this behavior will discourage it at no cost to the Corp.
- An anomaly subject demonstrated signs of arcane magic [REDACTED] from Plate Zero [location removed]. [REDACTED] reactions to magical interference, including [REDACTED] of low-tier enchantments. This effect was not replicated in laboratory conditions, though a divine imprint of [name removed] defies explanation. It is unknown if this is individual or locational. When this file is again opened, future investigation should begin with case 294F021-XHAST.
Origin Profiles:
Unpinned (P0-Bloom Class): Originate at the lower plates are much Tougher then normal individuals and seem to inately be able to Detect magic of the school affiliated with their leyline.
Unpinned (UP14-Defiant Class) These Pinburners appear to exhibit enhanced Tavern Brawling skills as well as an innate Reaction when spellcasting occurs within reach of their fists.
In summation
When dealing with the unpinned offer no engagement unless directly provoked. These individuals have no unified demands and no means of exerting influence. As of now, they remain scattered, unorganized, and inert (magically and ideologically).
